Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program (LIHEAP) is a federally-funded block grant that assists low-income households in meeting their immediate home energy needs. LIHEAP provides financial assistance with home heating costs (wood, propane, electric, and/or oil) for qualified households. Individuals, seniors and families with incomes between 0-125% of the federal poverty level may qualify. See the chart below for income guidelines. The LIFRC, in conjunction with the Opportunity Council, is pleased to offer this program to the Lopez community. Each year we are allotted a specific amount of slots for awards, and we schedule interviews after funding is received in the fall. All appointments are confidential.

Orcas Power & Light Cooperative (OPALCO) offers this energy assistance program to help qualified applicants pay their electric bills. Applicant must be an active member of OPALCO for four months prior to application. Eligibility is based on a family income level of up to 200% of the Federal Poverty Income Guidelines. Eligible applicants may receive up to $150 per year in grants. Project PAL runs seasonally from October through April.
